Dependencies no longer mean anything?

Dependencies no longer mean anything?
My stable 0.4.5 server is starting up even when dependencies are not met, giving only a warning. Is this the intended behaviour?

when dependencies are not met i think the mod that has the dependency just doesn't load

I just tested, and you appear to be right. Well, that's new. That will take some getting used to, but so will the multitude of other changes. As long as plugins are not allowed to run without their dependencies, it should be fine.
