singleplayer, local private server, I should have all privs. Player tools don't work for me.... /grant singleplayer all privs : don't do crap!......

I have searched this forum over and under for information related to the hotbar and how to make it bigger. I have found some discussions along with some server commands. Don't work for me! I can execute most server commands, but this one is tough for me to grasp. It takes the command, but I still only have the default 8 hotbar slots. Any suggestions?
