This is not a mod yet. I made just structure (Tardis) spawning , Daleks and some other thing, but if you want to make a working mod from it you have to make a teleporting, time setting button, and dimensions/planets. It is hard work, I know.

yes the file format is 7zip. but maybe you want to try the program 7-zip to extract it.

Replace your tardis.mts in schems file.
Daleks can sometimes crash the game (Just restart the game and it will works again )

Place tardis key on the ground and right click it (more times)
It should spawn "tardis - inside" to y=pos.y+70
