Re: is it aviable that safe way to shutdown minetestserver

Try killall -INT minetestserver, it's safer as it sends the same signal as if you were pressing ctrl+c

Re: World size

MapChunks are only used during map generation and don't really matter.
If you absolutely want to align to something I suggest using MapBlocks.

Re: Some questions from a russian newbie

Banning IP addresses usually isn't "on purpose", this means that someone once got your IP on a blacklist and it's still there.

Not entirely sure why some .ru domains are banned for email addresses, c55 probably knows more about that.

Re: Non-Windows line endings for Windows builds?

It's definitely possible to make Minetest use "Windows line endings" when writing config files by default. Allowing config files with those to be read is not a problem either.

Generally probably nobody has thought about this yet, should be easy to fix though.

Re: user data directory

Generally all Windows builds of Minetest are compiled with RUN_IN_PLACE=1 which means that they expect to save user data in the same folder as the binary. What would be possible is to compile a custom Minetest build with RUN_IN_PLACE=0 and hard-coded paths for user data.

These micro-optimizations won't make any noticable different in mod speed.
Additionally most people run Minetest compiled with LuaJIT which these tips most likely do not apply to.
