If you don't know how to create a public server, you probably shouldn't - it requires some technical knowledge.

192.168.* is your local LAN, no one will be able to connect to that. You must provide your external IP address.

Could you make it so the service shows the % uptime over the past week, month, or other interval, rather than the % over a servers entire lifetime? The longer a server is up, the less the % uptime changes; my server has been down for several months, yet is still shown as 40% up. Several months ago, when it was up almost 100% for a month or so, it never got listed above 55% because of earlier stability problems that had been fixed.
