To explain those commands:
Windows doesn't know where minetest.exe is so you have to tell it.
You have it in Documents\minetest(something)\minetest(something)\bin
You use "cd" to change to the folder you have minetest in; you can use the Tab key to autocomplete the folder name so you don't have to type the entire thing.
Your phone or window isn't wide enough to display the code box. If it's a phone, try rotating it to landscape mode.

Now you are in the same folder as the minetest.exe program; run it and tell it to be a server with the option "--server".

Note that you can use Tab to autocomplete after typing only 2 or 3 letters anywhere in those commands.
