That IP is probably a private IP, so only people on your home network can connect to it. Go to whatismyip.com to find your public IP.

i used ip config in cmd but here is the public ip 64.56.228.139

ipconfig outputs the LAN address, not your WAN.
The best solution is to ask a moderator (they can see IP addresses) if you are hosting it yourself. (At home this is.)
Make sure to get a service like http://no-ip.com or http://afraid.org
These clients will make your IP look more professional, like chrisminetest.zapto.org and the like.
