[Mod] Report [0.1] [report] - Send to admins and mods

Allows players to report things to admins and online moderators.

"player1" runs this command: /report griefer is griefing
"player1" sees: Reported. Moderators currently online: moderator1.
"moderator1" sees: -!- player1 reported: griefer is griefing
The Admin (named in "name") is mailed via chatplus: <player1> Report: griefer is griefing (mods online: moderator1)

If the server is connected via IRC, the admin will be PMed the report. They can use cmd inbox text to see the report from IRC.

Report now only requires email, which is WTFPL and is compatible with IRC and mods that use register_on_chatmessage (as it doesn't need to catch chat messages).

This mod is great! Easy to use and very useful indeed.

May I suggest to include the reporting players coordinates in the report, so that reports look like this:
<player>: report "Someone griefed my house" at X Y Z

This would normally make it easier for admins and mods to know where to start looking.
