FOSS gamedev and creative worlds

Hi I am trying to create a very big and deep ocean. I add water_level = 100 but instead the water become less, I try set it to -100 but still not working. How about decease the height of seafloor to make it deeper, like 5 km deep? How do I do this, thanks.
