I've remade the purpose:
It is still Songdo City, remade!

First of all, I need a flat map. I don't know what to use in 0.4.7 to make a flat map. --Solved

mg_flags = flat in minetest.conf should make every new world flat.

Is that correct?

Remove the # at the beginning of the mg_flags line. Lines with # are ignored.
