Have you collected grass that grows or dirt with grass? AFAIK, only growing grass gives seeds.

- Do you have minetest_game installed/unzipped?

My best guess is that you started a new minetest game with mapgen indev instead of v6.
I tested a bit and the first one(indev) doesn't seem to drop seeds, although the farming mod is active according to the creative menu.

It has nothing to do with the mapgen.
