In your minetest.conf.example file you'll find these 2 lines:
# Map generation attributes. Currently supported: trees, caves, flat, v6_biome_blend, v6_jungles, dungeons, nolight
#mg_flags = trees, caves, v6_biome_blend
To get jungles working you'll need to extend the attributes with jungles. Put this in your minetest.conf file:
mg_flags = trees, caves, v6_biome_blend, v6_jungles
to get the same kind of world with jungles.
