How comes a mod in the mod store?
Who manage that?

The MMDB ( Minetest Mod Database ) runs the database that feeds the ingame modstore.
It is currently a little broken as it seems. You may find more information in the thread called "[DB] Minetest Mod Database: General discussion thread"

For me, the MMDB is not just a “little broken”, it is completely broken.
The problem which I have reported in the thread linked to by twoelk is still not resolved.
I still get HTTP error 500.

If you somehow managed to upload anything there without error, please report it here.

It is completely broken. Iqualfragile is the only one who knows how it works because it is written in Django, which nobody knows how to use (exaggeration). He and thexyz are the only ones that have the error logs.

According to Server 500 errors when using the minetest mod database
