can be compiled for windows from linux?

I have a Toshiba Satellite with xp, has 4G hard;
on the desktop computer, i only use linux

precompiled versions do not work, asked libraries, even after installing them from the page of Microsoft

so I thought compile an exe from linux, if possible as I do?
