FOSS gamedev and creative worlds

I'm planning on making a personal game. How do you go abot making one? Its supposed to be as much like Minecraft as possible (like Overcraft) but lightweight for my crappy PC. How would I do a texture pack for the game?
Also anyone else who needs help feel free to ask questins too.
