I'm new to this stuff too.. But I think you just take the textures from the default and then edit it to your heart's content!
Or you can download someone else's texture pack, and edit the textures on that one! Just make sure you give credit.
Don't trust me though. Once again, I'm also new. :P

navigate to your local "minetest" folder where your mods and worlds are saved.
if you had installed a texture pack before there should be a folder named "textures", if not just make one.
inside that folder create a folder with the name of your texture pack.
inside that new folder place all the textures that you want to use. make sure that they have the same name as the original textures that you want to replace.
the select your texture pack in the game menu and all textures in that folder will be used instead of the original ones. (their file names must be identical or the original texture will be used.)

You can use a software like GIMP or Paint.NET.

I use GIMP.
And Idk if there a limit of pixels you can use upto. The highest Pixel limit I ran was 1024*2 (1024x1024). I would think you can go upto 5120*2. Not sure depending if you got the RAM and GPU And CPU To handle it. Mine can handle upto 16,000x12,000 Before it breaks. But I never ran that high in awhile. Due One massive byte waste. Maybe 20GB.
