Yes. You just need to provide an higher-resolution skin (like 128×64, 256×128 or even 512×256).

Note that some server admins may be reluctant to install these, as they are longer to download and look inconsistent with the world (for those who use low-resolution texture packs).

is there a skin template i can edit for that, because i dont want to make part of the head as the arm if u know what i mean

Just scale the above image up to what you want in Gimp. Pay attention to the "Quality" settings in the lower part of the dialog. Set Interpolation to None.

Yes. Mostly software, though. It's free software (the GNU Image Manipulation Program) for image editing; similar to programs like Photoshop and PSP, but more accessible.
