Hello so today i had some player under the name rhons coming on my server promoting his server minecarts. so i banned him but minutes later he returned under a new IP clearly some kind of proxy. is their a way to prevent proxy connections to a server ?

I don't think that would help. In many cases restarting the router is sufficient to get a new IP address from the ISP.

Try xban2. It's not a perfect solution, but it's better than banning by hand every time.

having a firewall for subnet banning could also help
