So I'd like to enable that, because for ex. if u break ur pick in -1000 blocks and u dont have sticks then you cannot get off from there...

So is there a parameter somewhere that I could change to make stone and other stuff diggable again.
Hopefully at server side.

First rule, don't dig in a straight line.
at -1000 you're going to be needing quite a few picks, so just take more
