It would of course have to be jailbroken for that to begin to be practical; even then I don't think there's a fully functional compiler that runs on the iPod, the one I tried was missing some vital files that hadn't been ported. Maybe you could cross-compile on another computer, but I have no idea whether or not that's possible.
