I would like to make an glass enclosed walkway from my house to an island underwater ....

1) if I make this underwater is there a way to get all the water out after it is built ... like maybe a sponge ????

2) if it is made out of glass could I add track to the left and then a walkway to the right if I make it wide enough ????

There aren't any buckets in Minetest (yet), but what you can do is build that tunnel you want first. Once completed, fill the inside with grass or bamboo entirely until all the water is gone. Then just chip away all the grass/bamboo and you'll have a underwater walkway.

It's a little work, but it should do. Unless there's an easier way somehow...
