I need help making a server on windows XP

You need to know port forwarding.
If you are using a 3G network (such as a USB modem) just give away your IP.

Once you've got your port open: Start, Run, Type cmd.exe, press enter. Type cd location/of/minetest/bin, press enter. Type minetest --server, press enter.

Keep in mind that a home connection really isn't suited for hosting a server, but if you really wan to...

And since I'm guesing you have a dynamic IP, you need DDNS; free options include NoIP or getting a domain from: cu.cc, co.cc, or uni.me; and setting up freedns.afraid.org

If you want to go the paid route, I recomend namecheap; you can get *.info for about $4 for the first year

@Neuro: Please elaborate. Where do you need help? Do you need help setting it up? If so, post the error log, if there is one. If there is not, please tell where you're having the problem. Or do you need help starting from the beginning? :)
