I know minetest is developing but I do not know what state of development is it . Can anybody tell me that

You won't be playing Minetest on the phone quite yet. Might not for another year. Or two.
Minetest is at a fairly "stable" point. It isn't a game- it's a canvas. It's a partly created world. You get to choose just how that world is, by means of mods. We're not like Mojang, where we dictate a set of gameplay and say "this is the game". We give you parts. The game is what you make of it.

They tell me that the server will run on Android. Porting to Android's graphic library, as well as getting a control system running, will be a whole different thing altogether. I suspect that if it ever runs, it'll require a gamepad. There's no touch control scheme that can encompass all the keypresses.

Umm... there is an Irrlicht port for Android.
Using native libraries with dependencies on Android is
VERY hacky
