I mean, maybe it's a NPC standing at PLAYER's HALL and offer this service,players can have their money in that bank,and withdrawal any time through this NPC. Bank will keep players's money safely.

I know i can do this by myself with a locked chest,But it's better for me to have a offical bank.

Not that I know of yet but it shouldn't be hard to code that.
