Do you have to use Gimp for tools?

Title says it all pretty much
Sometimes, it's harder to think up a mod than it is to create it.

You have to use Minetest to use the tools.

You can use every image editing program you want.

You have to use an image editor that supports transparency eg. GIMP, Photoshop or Paint.NET
I believe Microsoft Paint does not support transparency.
Games: The Hungry Games.
Mods: Lifters (Simple Lifts), Snow Biomes and Gates.

Paint.NET is probably the easiest. I use it for whatever simple things I need.

I can use photoshop, but i don't like the pricetag. I have never really used gimp.

I only use Gimp to stretch an image or for transparency.

I use mtPaint graphic editor (On linux) and that's easy to use.

I use Inkscape to draw my Minetoon texture, however it doesn't render without anti-aliasing, so I have to import it to Photoshop and cut out the edges.
