maybe they were using them for bump mapping? You'd get a better result with .tga because they can store more info and in a low pixel image not everything needs to be square. but I think they phased away from that format, have they not?
also, they're being black and white would result in cleaner, smoother definition when bump mapping (thought I should add that) and that would be for height map, bump mapping (not normal mapping)
this is just a thought, might not be the true answer.
