Best is dependent on opinion. Your options though as far as I can remember are:
Sphax PureBdCraft
OR
Gambit's Minetoon.

Sometimes, it's harder to think up a mod than it is to create it.

This depends on your own habits and preferences, I personally really like Minetoon, I think it is very beautiful.

No one mentioned ACME? I think it is one of the best cartoony TP out there with PureBDCraft and Minetoon.
