FOSS gamedev and creative worlds

Is there already a sub-game where you spawn in different places and have to build your own country or city. I am not talking "skyblock". I mean where you are on the ground and must build up your city and trade with other cities. You could build up your military strength and take over other cities. I guess it sounds like Clash of Clans really. Instead of preset buildings to spawn, you build them yourself.

And to make it more like the real world you could make mining hard work.
