There is no algorithm there, just a stub.

Yes, and our water flowing is good enough :)
But a mod with that "square" or "rectangle" drawing tool would be awesome.

The program above treats water as separate to the voxel engine: they are not actually nodes / blocks.

This is quite a nice idea, as it allows fences to be submerged.
