Question about minetest 0.4.x

One question I do have about 0.4.x is "IF an user has a mod but the remote server does not have that mod install, the mod still work from the user side?"

Reason ... with vandalism (girefing), server admins might no want the use of TNT mod. It's bad enough with players making holes and DMs blowing holes. So can the server admin control which mods can and cannot be used under 0.4.x?

Mods are serverside. Only the mods a server has is used if you connect to a server.
