if i got your idea right, your idea is implementing an ability to change interface through modding api. that would be very clever thing to do (to add).

currently you can only build like lego ...
I call it now "interactive virtual world ..." but not game
to be a game needs a goal, besides the freewill

if the goal is to create a complete game engine, this should include options for deploying all types of events, from level to have, create all kinds of missions and so on ...
and able to call them from the game mode created
rpg either type, or some other type
