FOSS gamedev and creative worlds

I was thinking on a flat map with no mountains where you can build as a base plate without water and plants and animals, I say this to keep the game don't run in 9 or 5 FPS, one could make a map with these priorities?

ya i wont this to. just an option for it, i would use it for mescons. there may be a map seed for it.
