GIMP. I converted Misa's pack using GIMP, as an example. :P
It's not hard to make texture packs themselves, it's hard to make them look good.

GIMP/Adobe Photoshop would be good, but
I suggested GIMP, it's free. Don't use MSPaint for these stuff.

Ms paint works, ive used it alot of stuff ive done with no problems.

Ehh maybe I tried wrong or erasing ain't work for me. and nice new picture, but since you have Darth Vader on it, I would suggest edit it and put a suit on it unless you don't want to work.

I completely agree, it really is hard to do stuff like that, I make several a week to practice my arts, even then there may look so good I will re use them as examples to improve from. Although I might change some colours, pixels and so on, just to fir the theme of the pack.

Since I only use Linux, I use GIMP.
I had Photoshop elements 6, too.

And I have to say, that Gimp is as good as Photoshop most times.
