I think when you place one slab on top of another then it should make a double slab like this

Why?

because 1 it look cool, 2 we need more blocks in the default game, and 3 the recipe for slabs is 3 cobble but when you place the 2 on top of each other then you get one cobble. so you end up losing stuff

Slabs are already stacked, but this doesn't work in creative mode since the game checks for the amount of slabs you have in the currently selected slot, since you have infinite items in creative mode, it will never check whether the slab should be stacked or not.

Do slabs still combine cause when I tried it they don't. Or do I have some mod that affects it?

I think we should just have a tool, make a block into two slabs, or make a craft way.

In survival mode, yes.
