I am fairly sure PilzAdam has already made a TNT mod, best to try that out first.
I would say the main reason TNT is not in default is to prevent people on vanilla servers getting their hands on a weapon of such destruction. Not to mention the server lag it would cause if a bunch of people are blowing up TNT
