Allow all players to see when the time of day is changed.

When using the /time command it gives a message to the player saying "Time of day changed."

I think it would be a nice idea if that got sent to all players rather than just the player who used the command.
Also possibly /time day and /time night might be useful features too.
The time of the day affects everyone in the world so it would be a sensible idea to send the message to all.

I think if the time is changed because someone did /time, the message should be sent to everyone but if it's changed by the server, the message should only be printed into the terminal.
I'm able to view the vote results, this could change opinions.

Can't they just look up, or observe the sudden shift in lighting/fog color?

If you change from evening to morning (1 hour +/- from dawn/sunset) then most user wouldn't notice. And sometimes you only do small changes that don't change the lighting enough to notice.

Oh and most time people don't look up.

Another fact is that sometimes lag further screws up the perception of time. Once on a really slow connection, it ended up being night about 3 minutes before my computer received the data that it was night, and by then some dirt monsters had already polished me off. >:O

That's not the point...people could think it was lag, for example.

Intelligent users will use the /status command to check if there is any lag.
n00bs will exit the server and waste time trying to speed up their internet connection, leaving more of a world for intelligent people to use and less of a crowd around spawn.
Also, if the server owner finds it unnecessary to let everyone know the time of day changed, there should not be any need to go disable stuff. The messages may even get annoying. Either it should be disabled by default, or a mod.

What if they're in a cave or in their house, far away from the cave or house's exit?

None cares if the night/day change is made by a moderator or if it's natural.
The main thing is, it's dark or bright.
