You'll need to connect the two PCs via a local Wireless Network, or a normal Local Area Network.
At a given time, an android phone can either broadcast an internet connection via wifi (hotspot) or via a USB cable or bluetooth connection (tethering). Alternatively, an android phone can receive an internet connection via a USB cable or bluetooth connection (reverse tethering) or via wifi (standard wifi connection). The hotspot and tethering methods deliver an internet connection, and the reverse tethering and your standard wifi connection can receive an internet connection. An android cannot broadcast and receive an internet connection or any network connection at the same time. This means that while you can use the hotspot feature to emulate a small wifi network, you cannot make two computers connect to each other via that android phone.
If you have a router, and you can connect the two PCs on the same wifi network, that is a much simpler an easier way to connect the two PCs together. If not, you can buy this 'Ethernet Crossover Cable' to connect the two PCs with a single wire directly.
EDIT: What exactly is the nature of that dongle you mentioned? Does it connect to a virgin WiFi network, or to a network in your own house?
