I like this idea, but leaving the torches out due to their usefulness in blocking water and creating underwater breathing zones. I believe the water acts as a node and if a fence or torch is present as a node then it wouldn't ever pass through, otherwise there would have to be a mod that automatically replaces the mixed nodes with a new node with the mix of water and fence, torch, etc.
I totally like this idea, some builds look wonky with the water as it is.
