When you go to a high place and wait for a moment, your distance to something you can see is so big that the view turns into blue air. You can't look further down. Going down again makes the terrain 'reappear'
F4 disables/enables the camera's update. When you still see the terrain go up and press F4, you 'freeze' your view, going higher up and then pressing again F4 will update your camera view, meaning turning everything into blue air, when high enough.
It also works the other way round. Go high enough till everything turns blue and then press F4 (disable camera update). You 'freeze' the blue air. Now go all the way down. The view stays blue. When you press F4 again (enable camera update) 'suddenly' all the terrain appears around you.
Use F3 to disable the fog (and again F3 to enable fog)

What you are looking for in this case is the 'r' key, to enable/disable full-range viewing. Default is disabled; when enabled, fog is turned off and all of the map that's been loaded so far will be drawn regardless of distance, so you can see the ground from up high, but bear in mind it will absolutely kill your framerate, so turn it off again when you've seen enough. :-)
