Using the Lua API, I made a limited "painting" item which is placed like a sign. However, the image on it is flipped horizontally. Is there a way of fixing this without flipping the image files using GIMP?

That's unlikely, as all "ladder-type" drawn blocks have their textures flipped horizontally.
You will have to use GIMP to fix that.
