Try to empty servers. With 2 or 3 players online.
On my server, I considered that the connection speed should be more important than the fun.
With lag, no game

It actually depends on where the server is being held at. For example, say if I made a server, I lived in the UK, and you lived in Austrailia, it would be pretty bad slow performance (Don't mix lag and slow performance). There is nothing you can do about this I am afraid, but if you are the server creator, put this in minetest.conf:

max_block_send_distance = 6
max_simultaneous_block_sends_per_client = 1
max_simultaneous_block_sends_server_total = 20
active_block_range = 1
dedicated_server_step = 0.1
server_map_save_interval = 15.3

Also, if you are not the server creator, but play singleplayer worlds, put it into your minetest.conf, and no more horrible slow perfomance!

I usually can dig and build quite well on servers that are almost at the other side of the world. Guess it depends on how well the connection between them and you is. What affects gameplay far more seriously are server-side "lag" (when the server has too much load and can't handle it) or simultaneous downloads (then my own bandwith drops too low).

There is no program that can magically make your connection/graphics card faster

Shame their wasn't a way to spread the server load among the connected peers and say have one machine control certain aspects of the game while connected, and when they log off choose another user to do the same function or move back to server control... This would spread out the load and give everyone a smoother gameplay :) with of course an option to disable incase you are using a crappy system :P
