Exactly that. I absolutely have no idea when this started happening. I have 0.4.7 from the Minetest Website, not latest git/build. Anyhow someone knows why this is happening? Thanks in advance.

Well, there is a OpenAL32.dll file in bin.

That no problem with OpenAL, in Minetest 0.4.7 stable there was no sound for dirt nodes:

Nope, just dirt. Dirt with grass and dirt wit snow should have sounds:

Oh, yes then, only Dirt With Grass and Dirt With Snow. Sorry.

I think I have found the cause. In fishing mod, that I have installed, it dosent have footstep. Time to fix that! Thanks anyway guys! Its nice that the community helps others in need. :)
