Why does this happen (undrawn terrain)

See this sort of thing all too often (and often much closer to the player):

What causes it?

In this screenshot those are not bugs, just areas that i didn't get close enough to for either the chunks or meshes to be generated.
However there is also a bug which makes mapblocks (16x16x16 nodes) at the edges of the screen flicker on and off, AFAIK it's because view angle selects mapblocks by their centres.

The more common time I see this is when you are a lot higher than terrain that is lower, or vice versa. Drives me nuts. Is there a setting to control this?

You could try slightly reducing 'field of view' in minetest.conf, because the mapblocks may be selected by a fixed default FOV.

You could try hitting the '+' and '-' keys to adjust the draw distance. Be aware that raising it too much may degrade performance.
Edit: And simply be patient for the map to generate/load.
