I also doubt Minetest would pass the quality tests. It needs to run for over a day with out crashing due to memory leaks, and they probably want games that are reasonably bug free.
Also, Minetest is a Minecraft clone, and a lot of people are hostile to that.
You can't run a game without it being on the store, due to DRM, AFAIK. Unless you have a development rig.
If this game was in the store, less people would buy Minecraft, meaning Microsoft/Sony lose out on profits.
