Manual mod apply

Is there anyway I can apply a mod on a linux PC without using an internet connection (assuming I have already downloaded the MOD and have it on my hard drive).

Yes;
Move the mod to the mods folder. Then open up your Minetest application. select a world you have made and press the configure button above the play button.
Then, double click the mod you put in there. It should then be enabled. Press save. Then play the world you configured.

Okay, this all makes sense. Although were would be the program directory? I installed MineTest from the Ubuntu market to my Linux (Ubuntu) PC.

Under Linux system-wide install (as is your case), you must put the files under `~/.minetest', so the mods go into `~/.minetest/mods', texture packs into `~/.minetest/textures', etc.

Just a heads up: the version in the market / repository is from back in January - you'd have much better luck running the mods that are offered now with the newest release. This gives a copy and paste you put into Terminal: https://forum.minetest.net/viewtopic.php?f=3&t=3837.

I dualboot Ubuntu and Mint :)
