How do I post mods
I know it sounds noobish but I want to know.
Sometimes, it's harder to think up a mod than it is to create it.

To upload it, make a .zip (or other format, but .zip is most popular) file containing just the mod folder and upload it. My personal favorite upload site is Ubuntu One, other popular ones around here are Mediafire, omploader, or Dropbox. Then, make a topic in Modding General that follows the guidelines here. Then make a post here requesting that the topic be moved to Mod Releases.
