I probably named it wrong. It doesn't turn negative damage into positive damage (healing). Instead it applies the hitter's damage to the hitter. So if a mob or player hits you for 1 damage near the nopvp node, the puncher will lose 1 HP, and you will lose none.
Could be good for strategy. Make two hallways separated by a 1-node thick wall, and dig out the part of the wall level with the player's head. Then place a nopvp block such that only one of the hallways is covered by it. You can then wait in the protected hallway and attack players moving through the unprotected hallway.
