how do i install mods on 3.1

i have the minetest 3.1 on my school computer but i cant find any forums or pages on google on how to install mods to 3.1 can someone help?

You can't install mods on 0.3.1

ok then thanks i was really hoping i could because the 0.4 dev is extremely laggy on these computers

actually while im on is there any way to make the 0.4 dev 20120326-b9b56ba-win 32 stop lagging so much?

This could be the video driver, if it's windows, go to the minetest.conf and copy and paste this into the minetest.conf: video_driver = opengl
maybe that would work. I do not know.
(This is for the lagginess)

(That is not true) thats for different GPU's. that require different "video drivers"
if you wont to speed up your minetest. add this to your minetest.config and adjust numerical values until optimized.
(do not adjust time_send_interval/max_simultaneous_block_sends_server_total there where they need to be) this speeds mine up considerably. It will help alot with single core processors.
max_simultaneous_block_sends_server_total = 1
max_block_send_distance = 10
max_block_generate_distance = 10
time_send_interval = 3500

i cannot find the minetest.config in my minetest file, it is not a system wide installment it is just a file download
nevermind i found where it was sorry now i feel like an idiot :P
