could someone make a modpack like tekkit in MC?

Would take time to make.

Ores and new blocks are easy and would take no time.
Things with other shapes would take time to implement and some coding to make work the way they work in tekkit.

One thing I see being hard right now is animating blocks like minecraft pistons or the pumps in tekkit.

the ores and things like that will maybe a first step?
