Cant get texture mods to work

Cant get texture mods to work
Ive tried downloading the texture pacages and then moving the .png files out of the .zip file into the mods section of my minetest 0.4 dev file and it didnt work help plz. or is there a certain thing i have to do in the game to get them to work will they work in offline creative mode

Don't put the .png's in the "mods"-map/folder/directory, but in the "textures/all" map.
